A Russian certificate has a round blue печать stamped over the words, and a трудовая книжка is filled in by hand. Both are the parts a translator must not lose.

It stays. A печать is part of the page image, not part of the text, so it is left exactly where it was stamped; the words underneath are read from the image and translated normally. This is the part of a Russian certificate an official checks first, which is why it must not move.
The two are read as written and not silently merged, since ё changes pronunciation and therefore the transliterated name. Names are transliterated consistently across the document; if a passport spelling exists, use that as the official form when the translation is certified.
